HC & Associates LLC (HC&A) is a veteran owned small business (VOSB) and a minority business enterprise (MBE) owned and operated out of the western Chicago suburbs. HC&A provides professional Environmental, GIS, and CAD Services. HC&A’s mission is to provide superior deliverables with a straightforward and personal approach.
A Brief History
HC&A was established in 2018 by Horacio Chavez Jr, a retired combat veteran of the U.S. Navy. Mr. Chavez retired in 2015. Horacio Chavez Jr has over 21+ years of GIS and CAD related experience and has provided services for transportation, utility, transmission pipeline, and engineering firm clients.

Mr. Chavez is a CAD and GIS professional with +21 years of experience in the environmental consulting field. Mr. Chavez has standardized mapping and mobile data collection workflows for multiple offices across the Midwest. Mr. Chavez retired in 2015 having served over 22 years in the U.S. Navy. As a combat veteran, he has completed a total of four tours to the Persian Gulf Region.
Nikki Chavez, PWS, CPESC, CWS, DECI
Mrs. Chavez is a Project Manager with 10 years of experience in the environmental consulting field. She has conducted over 200 wetland delineations mainly with the six-county Chicago Region but also in Indiana, Missouri, Wisconsin, and Michigan. Mrs. Chavez is a Professional Wetland Scientist (PWS), Certified Professional in Erosion and Sediment Control (CPESC), Lake County Designated Erosion Control Inspector (DECI), and a Lake and McHenry County Certified Wetland Scientist (CWS).
